CHAPTER ONE
1.1      BACKGROUND OF STUDY
A study of this is necessary at this time of societal growth. It is desirable now that the theatre is greatly finding its place. The theatre had hitherto been pushed aside with a wave of the hand simply because over the years people had conceived the idea that theatre is a place where immorality takes place.
There is also the view that theatre art students never do well. May be they must have failed to qualify for any other discipline and have no option than to study theatre arts consequently they say that theatre is a dumping ground.
They had mistaken the theatre for a place one can go and watch some humorous display, laugh to his fill and go back home for serious business. These notions are very repugnant to the Artists.
It is imperative therefore to prove that these are ridiculous misconceptions by apprising the management of a typical theatre organization. The theatre in focus is that of the Delta State Council for Arts and Culture.
1.2      PURPOSE OF THE STUDY
Councils for Arts and Culture in all State of Nigeria were established to achieve basic objectives. First, they need to project the cultural heritage of the people through events. Secondly, through theatre, the foster unity among the people, thereby, their theatres should educate and enlighten the people. Unfortunately, most of them have not met the desired expectations.
It is therefore the purpose of this project to highlight through suggestions positive methods that will ensure sustainable development in the Arts Council especially the Delta State Council for Arts and Culture.
The project will also serve as a public relations medium for the benefit of theatre audience especially those who see nothing beneficial about Theatre Arts. It is also envisaged that students and researchers in theatre management will benefit from this effort.

1.3      SCOPE OF THE STUDY AND LIMITATION
Theatre Arts is made up of various areas of admirable interest. These include Acting, Directing, Stage Craft, and Choreography Costume and Make up. And theatre management for the purpose of this project the author’s interest is purely on the management of the theatre in Delta State Council for Arts and Culture.
The limitations are obvious: There is dearth of materials in theatre management in Arts Council; therefore I took up the challenge of travelling to investigate the managerial issues affecting them. Unfortunately also some officials were not available during my visit. However, I was able to gather information’s from the few officers I meet.
1.4      JUSTIFICATION OF THE STUDY
This study is the first of its kind to deal with the management of the council in Delta State. This study remains a valuable and operational work. It will help to solve problems that will emanate from the process of managing a Stat Council for Arts and Culture.
It is also justified because its recommends the efficient ways of running the council and the reason for sustaining its theatre management. It will also enable the government to know its duty in the up keep of the council and the solution to the problem of the council.
1.5      SIGNIFICANCE OF THE STUDY
This study tends to explore an avenue for scholarly orientation in the area of management which is in the academic curriculum.
This study is materials for researchers into management techniques and processes. To student of theatre management it will facilitate their understanding of the component of theatre management. This work will also be of immense benefit to the staff of the council. it will help them understand their systems better. The recommendations made in this work will help the government to improve her support for the council. From this work, the society will understand how such a council can promote Arts and Culture in Nigeria.

1.6      DEFINITION OF TERMS
In order to have a understanding of this project it’s important to try and define some terms and context in which they are used in the work.
THEATRE: The world ‘theatre’ is derived from a Greek word “theatron”, which simply refers to “a place of seeing” Edwin Wilson in his book the Theatre experience explains that:
Theatre is experience, an immediate art whose meaning is grasped through an understanding of the encounter between who creates theatre – performance, writes, directors, designers and technicians and those who view it – members of the audience. (Edwin Wilson 1976).
Theatre is also seen as a strong channel which necessary information is disseminated. It is that communicative medium that trays the society and tries to make correction when necessary. So theatre mirrors life through its plays, which is used to communicate.
Brothel (1909), notes that nature of the theatre is such that the most objective of the Arts is embedded in the theatre management in order to have a good conceptual framework.
ARTS: According to Oxford Learners Dictionary of English Language “Arts is the expression of human creative talents in visual form”.
CULTURE: Whenever we mention culture what readily come to mind is the way of life of a particular society.
According to the New Webster Dictionary of English Language, culture is: “The training and development of the mind, the refinem of taste and manners acquired by such training, the social and religious structures, and intellectual and artistic manifestations that characterized a society”.
According to cultural policy for Nigeria culture is “The totality of the way of life evolve by a people in their attempts to meet the challenge of living in their environment, which gives order and meaning to their social, political, economic, aesthetic and religious norms and modes of organization thus distinguishing a people from their neighbors” Policy (1985.5).
Whichever way we look at it, culture embraces the sum total of a people way of life. Every community has its culture and the culture of particular communities is strongly abided and passes from one generation to another generation.
MOTIVATION: This refers to factor within the individual which make the respond to certain other factors if they present with that individual. Any stimulant that makes an individual responds to any external factors and to create the desire for performance.
ADMINISTRATION: This is the systematic procedure of managing, directing or implementing business or government policies in order to carry out or dispense an effective work.

WAZOBIA INVESTMENT WILL CRASH BY OCTOBER.

WAZOBIA INVESTMENT WILL CRASH BY OCTOBER.   History repeats itself, a lot of investments have been pouring in large proportions into the fastest growing scheme in Nigeria called wazobia investment.   However, a vast majority of these investors are still very much worried, they keep asking-when will this scheme come to an end, some even inquire from fellow investors as to a likely time.   Well, this information should not be ignored, I mean what I am about to say here Firstly, strong observations have it that ponzi scheme operators pay you initially with their money, the doubled money you received is from their pocket. They invest huge cash into the system, their aim is to draw in more persons. The people that gain more in a ponzi scheme are the early starters, so these guys keep pumping money into the system with an expectation of more persons.   WAZOBIA CRASH WILL BE GREATER THAN OR CLOSE TO THAT OF M-M-M   Reasons, before you withdraw from wazobia you have to ...

ELECTRICITY TARIFF INCREASE BY FEDERAL GOVERNMENT OF NIGERIA IS EVIL

ELECTRICITY TARIFF INCREASE BY FEDERAL GOVERNMENT OF NIGERIA IS EVIL Nigeria federal governments over the years have been very irresponsible when it comes to electricity, there have been a continuous accumulation of gross mismanagement and misappropriation of funds which should have been used to develop our electrical power generation capacity. The poor levels of power supply in Nigeria have affected the growth and development rate of the Nigeria economy. It is therefore a move pf gross insensitivity for the federal government of Nigeria to plan to further increase electricity tariffs even in the face of poor management and administration in Nigeria.
