ABSTRACT
This project
concern itself with the problem militating against commercial fish production
in Rivers State. In the study, foreign exchange, capital and storage 0of skill
labour were identified as the major factor militating against commercial fish
production. This was not the case with freezing. The role of fish producers in
the fishing industries in creating jobs opportunity for the labour force was
also investigated. Nigeria employed in the industry constituted only while 40%
of the available skill labour while all unskilled labour in the industry were
Nigerians.

1.1
BACKGROUND
OF THE STUDY
Rivers State capital,
Port Harcourt in a coastal region situated in southern region of Nigeria. In
spite abundance of natural and human resources which include, crude oil,
natural gas, Timber sand. The natural lakes, Rivers and seas, Agricultural
product and industries, our people are in the shackles of poverty and under
development.
This study will
attempt to address the problem of commercial fish production with the hope of
finding a last solution to fish shortage in the state.
Fish production is an
important sector in the Nigeria economy in terms of the provision of
employment, income and protein intake of Nigeria (NISER 1985). Its contribution
of G.D.P is about 5.9 billion in 1989.
This represents about
5.1 percent of total G.D.P of Nigeria (C.B.N 1989). However the sector is still
deficient in satisfying the protein requirements of Nigeria.
Fishing as an
economic activity has always been important among the riverine and coastal
people of the world. As a sub-sector of agriculture, fishing has played an
important role in Nigeria.
According to
information revealed by the federal ministry of national planning in
sales-sector in 1980 contributed N761.9m or 3.9% of the gross domestic product
cost. This goes to show the place of the fish industry in the development of
the economy and the need to evolve relevant polices to enhance greater
production.
Fish industries in
Rivers State are an activity engaging in by the local people and large scale
commercial firms. Those living are the coastal area and as around inland Rivers
and lakes engage in fishing for both their own consumption and for the local
market and their scale of operation is mostly small. These are firms which
produce and market fish on larger scale basic and for the purpose of marketing
profit. In order worlds, profit motive is the sole aim of this activity.
We intend to examine
their operation and their contribution to the economy of Rivers State in
particular and Nigeria ion general.
1.2
STATEMENT
OF PROBLEM
Rivers State possesses enormous
potential to provide the fish abundant of sea, ocean, rivers, streams and
lakes.
The
exploitation of this will no doubt contribute to the development of the economy
in various ways.
For instance through their
exploitation jobs and income could be created. The industry could also
contribute to government reserve, the gross national product and improvement of
skill in the economy.
1.3
OBJECTIVES
OF THE STUDY
The objectives of the study include
the following:
i.
To ascertain the contribution of
commercial fishing to the economy of Rivers State.
ii.
To identify the problems facing the
industry in the state.
iii.
To find out the status of commercials
fish farming in the state.
iv.
To critically examine the contribution
of commercial fishing in the economic development of Rivers State i.e. the
important on employment, income etc.
v.
To evaluate the policies aimed at
promoting commercial fishing in Rivers State.

STATEMENT
OF HYPOTHESIS
The hypothesis includes the following:
i.
HO: Lack of capital has
no effect on the efficient and effective commercial fish production
ii.
HO: Foreign exchange
system does not influence the commercial fish production in Rivers State.
iii. HO: Provision of storage facilities has no
positive influences on the effective and effluent of commercial fish production
in Rivers State.
iv.
HO: Lack of skill labour
does not constitute a major factor to the constraint of commercial fish
production in Rivers State.

METHOD
OF STUDY
To carryout study we
used the conversation research design and unobtrusive research designs sought
to find out and also analyze fish production and economic development in
Nigeria using Rivers State as a case study.
The population of the
study consists of all the 23 local government area of Rivers State. The study
uses both the cluster sampling and quota sampling techniques for the selection
of sample for the study.
This gave all the
local government equal opportunity of being selected. This is done by grouping
the L.G.A into sampling units or quotes, example of such units are ethnic
groups, geographic location and social collection was the open ended
questionnaire and oral interview developed by the researcher, all the data in
this research are primary data.
This analysis will be
used to test, the relationship between two sample means or variable to prove
the hypothesis or answer the research question.

SCOPE
OF STUDY
This study focused on fish production
and economic development in Nigeria a case study of Rivers State.
It
is not intended to deal with fish production in the entire country Nigeria, but
has Rivers State as its primary area. It is also not intended to discuss or
compare and contrast other types of production or economic development in
Rivers State. It is not also intended to handle other issues beside fish
production in Rivers state.
And
also another scope of the study is the lack of the data relative to fishery
production as a result of underdevelopment of the livestock and fishery
sub-sector in Rivers State.
1.8
SIGNIFICANCE
OF THE STUDY
The significance of
the study is to show the important roles commercial fish production in Rivers
State, can help in attaining economic development of the state through increase
of revenue to government be tax and loyalty. It can also reduce the state of
unemployed youth of the state, which can reduce the state of militancy and
youth restiveness in the state.
Rivers state occupies
an area of about 25,000 square kilometer bounded by Abia, Bayelsa, Imo and Akwa
Ibom State. The population of Rivers State is 6,210, 700 people. Fishery,
trading and farming constitute the main occupation of the people.
