ABSTRACT
In many developing countries or states, industrial growth creates the resources to satisfy the basic requirement of their population for food, health, education and shelter, and to provide jobs for their growing labour force. Growths in industrialization also help to strengthen the balance of payments and contribute to the growth of the economy. It is however, regrettable that the pace of industrial utilization is far from satisfactory. A verity of factors is attributed to this. Though several policies and institutional reforms were aimed to create new structure of incentives and overcoming these problems. There is a need for further recommendations that would get to the care of this problem.  The aim of the work is to review the industrial progress made far in Rivers State and in so doing find solution the problems confronting it, so that the economy can meet the needs and aspirations of the people.

CHAPTER ONE
INTRODUCTION
1.1   BACKGROUND TO STUDY
Industrialization as a development strategy first came into existence in Britain about 1750-1850, during which industrial revolution and a period of time when machine were invented and factories were set up to bring changes into methods of production and the general perception of economic growth.
In Nigeria, the Rivers State is one of the most industrialized states among the 36 states of the federation. Rivers States is also one of Nigeria’s largest producers of oil and gas, supplying about 48% of the country’s on-shore total output. Accordingly, the petroleum industry is well established in the state, with such industry giants as Shell, Chevron, Mobil Total FinaIEIF, Agip, Port-Harcourt refineries limited etc. in operations. The state plays host to a large number of enterprises financial institutions, etc. there is, however, more room for investment in the state not only in the petroleum industry but economy. For instance, there are plenty of various raw materials to sustain different types of industries.
1.2   STATEMENT OF THE STUDY
The cut off points adopted for measuring the level of industrialization in the state is very clear and unambiguous. Although industrialization was seen as the antidote of economic growth and sustainable development, the former has not been achieved so far due to the problems highlighted below. The Rivers State industrialization is faced with the problem of low capital base.
Banks are not willing to give out loans to industries because they would not want to take the low capital industries as collateral.  Business associates are also not willing to go into partnership with the industries due to fear of not surviving in business. The state’s industrialization is also characterized with the problem of obsolete machinery and equipment. Most of the equipments in the industrial sector are outdated. This is having an adverse effect on the productivity of the industries.
Uncondusive atmosphere is another problem facing Rivers State industrialization. The state is more of a war-front now. “The militants” are kidnaping expatriates and foreign investors. There are lots of causalities in the state. This factor of uncondusiveness has really caused a sharp decline in the manufacturing output or production. Foreign investors are discouraged from coming to invest in the state.
The consequences of these problems are enormous such that it has resulted to the underutilization of capacity, a low level of foreign investment in industrial sector and so on. These problems have tuned the states industrialization into a mere dream of achieving a sustainable development. An empirical investigation of the contribution of industrialization on sustainable development forms the main thrust of this study.
1.3   OBJECTIVES OF THE STUDY
The primary purpose of this study is to examine the relationship between industrialization and sustainable development.
i.      The possible factors militating against sustainable development through industrial activities in Rivers State.
ii.     The extent to which industrialization has contributed to the sustainable development of Rivers State.
iii.    The role of government in rivers state towards industrial development.
1.4   SIGNIFICANCE OF THE STUDY
This work will contribute to the understanding of economic scholars, the relationship between industrialization and sustainable development. It will expose the problems associated with industrialization in less developed economies to economic planners and contributed to national planning policies. It wills facilitates the validation of existing studies on the study area and add to economic knowledge on the study area. It will serve as a basis for further research on the study area.
1.5   MAJOR RESEARCH QUESTIONS
The study is guided by the following research questions
1.     To what extent does industrialization contribute to sustainable development?
2.     Does the industrial activities in Rivers State help to enhance sustainable development?
3.     If the answer to question two (2) is negative, what are the problems hampering the ability of the industries to enhance sustainable development in the state?
4.     What remedial measures can be taken to enhance the sustainable development through industries in the Rivers State?
1.6   METHOD OF STUDY
This research is done in two forms; the first is library research which was conducted on existing literature and publications by scholars and institutions.
The second is field work, here, the rivers state has been chosen for the study. Information was gotten from inter views conducted with the director of ministry of commerce and industry, Rivers State secretariat, Staff of Rivers State Liaison Office of raw materials research and development council, port Harcourt and from other resource persons in the state.
1.7   RESEARCH HYPOTHESIS
Hypothesis is a statement of guide to the researcher in whatever direction he wants to go.
The following hypotheses are stated:
H01: There is no significance relationship between industrial production and sustainable development.
H02: There is significant relationship between industrial production and sustainable development.
H03: There is significant relationship between industrial production and sustainable development.
1.8   SCOPE AND LIMITATIONS
The study is streamlined to industrialization and sustainable development in rivers state.
The task of conducting this work beset by a lot of obstacles at various points, which includes:
i.      Difficulties in obtaining relevant data (s) to the state, most of the authorities, like, the Director of ministry of commerce and industry refused to release data (s) at their disposal by saying that they do not keep such records, that the researcher had just given them the idea to start demanding for annual reports of production output from industries in the state. Despite the assurance given to them that the data collection was purely for academic purpose, data (s) could not be found. Therefore, the work was carried out based on limited information gotten. This study was carried out by a careful observation of some selected past year’s poverty incidence by state structure (1980-1996).
ii.     Time: The research work is short as the researcher is carrying it out alongside other course works.
iii.    Finance: The cost of transportation and photocopying of the needed materials also are part of the constraints that has limited this work, hence much would have been done. A good use has been made of available materials on the work, it is hoped that the work will be quite informative all the same.
1.9   ORGANIZATION OF THE STUDY
 The research study is segmented into five chapters for proper clarification and organization. Chapter one; introduces the background of the research work, which comprises of statement of the problem, objective of study, major research question, hypothesis, hypothesis, significant of the study, method of the study, scope and limitation, and finally, the organizational structure.
Chapter three talks about industrialization in rivers state its efforts and expected gains.
Chapter four looks at industrialization and how it relates to sustainable development through the contributions of federal, state, and local government.
Chapter five finally brings conclusion by summarizing the findings and conclusion making recommendations for further improvement and further research.
